Pathetic. After trying out various things, I went with OpenOffice. OpenOffice Draw can import EMF files and save as SVG. Other applications capable of opening EMF are FreeHand and CorelDraw (tested on Macintosh). However, FreeHand cannot export as SVG.</p>
